Our Story

Every great journey begins with a question. For us, it was this: What truly builds a strong and thriving community?

The answer was clear—academic excellence, strong character, and the ability to uplift others. Yet we realized something deeper: education without character remains incomplete, and character without the guidance of the Quran and Sunnah loses its compass. 

With this conviction, Character Education Foundation (CEF) was born in Pakistan in January 2016—and soon after, Character Education Foundation UK was registered as a charity (Reg. No. 1170384). From the very beginning, our mission was not just about education, but about creating a movement of social change—a change that could transform families, schools, and communities across Pakistan.

We believe that Allah has blessed Pakistan with immense potential: our young generation full of energy, a heritage rooted in faith, and the strength to rise again with dignity. But this potential needs direction. That direction comes when we build values aligned with the Quran, nurture a meaningful life, and raise leaders who not only serve their people but also inspire the world. This is exactly what our Character DNA model revolves around—the foundation on which all our efforts stand.

To begin this social transformation, we chose Azad Jammu & Kashmir—a land close to our hearts, and a place where the dream of change could take root. By the grace of Allah, and with the support of the Government of AJ&K, three groundbreaking areas have now been incorporated into their Education Policy 2024–2040:

  2. Citizenship, Leadership & Entrepreneurship
  3. Digital Transformation in Education

Alhamdulillah, CEF is today facilitating Nazirah and Fahm-ul-Quran courses in schools across AJ&K, while also running drives on leadership, entrepreneurship, and citizenship, and building educational centers for mothers. These are not just programs—they are steps in a larger movement for social change, one that begins in Kashmir and, Insha’Allah, will spread across the whole of Pakistan.

Mahmood Ahmad

Founder 

Mahmood Ahmed, Founder of Character Education Foundation (CEF), is a visionary leader with over 25 years in nonprofit management. His pioneering role in transforming Pakistan’s educational landscape is evident through READ Foundation, serving 125,000+ students across 400 schools. Through Quranic teachings and character education, he has impacted over 1.5 million children, contributing significantly to building a morally grounded generation and shaping Pakistan’s future through values-based learning.

 

Raza Ali Khan

Trustee 

Raza Khan’s leadership is defined by two decades of excellence in both business and philanthropy. As the co-founder of the UK’s largest independent workwear supplier, he has a proven track record of scaling businesses, managing international operations, and implementing robust IT systems. His background in IT and Systems Engineering has given him a unique insight into scaling organizations efficiently. A passionate advocate for community empowerment, Raza has consistently supported Dawah and other Islamic-led initiatives. His goal is to help individuals enrich their lives through a stronger connection with their faith. In his role as CEO, Raza applies his strategic vision and extensive experience to drive our mission forward, ensuring we effectively serve and uplift the community for years to come.

Dr. Bushra Ayub

Trustee 

Dr. Bushra Ayub is a Chartered Psychologist, academic, and Fellow of the Higher Education Academy (FHEA). She holds a PhD in Psychology, an MSc in Clinical Psychology, and a BSc in Psychology. Her research explores social issues and social psychology, with a focus on developing impactful interventions that address real-world challenges.

OUR BEGINNING

Character Education Foundation (CEF) was established in 2016 as a UK-registered charitable foundation (CIO). Born from a vision to promote authentic Islamic education, CEF began its journey with a focus on the Qur’an and Qur’anic Arabic. We started by developing structured curricula and teacher training programs for schools and learning centres. Since then, we’ve continued to grow, supporting educators and learners with high-quality, values-based educational resources.
